The Tram Driver: Child Abduction (which is exactly what he did to Max) is usually 5 years in prison and €75,000 (~$88,400).
Both Roth is the only one she went overboard on, even if he could be charged with public insult (up to €12,000/~$14,150). The others were all placed in relatively safe yet appropriately punishing scenarios, while Roth was left hanging on for dear life at the top of the Eiffel Tower. Considering that we never actually saw him get rescued, it's entirely possible in a more realistic show that he could've gotten flung off when Grandiaper threw it into the air, which would've made his passing directly Zoe's fault.
